At the end of the bill insert the following:
Sec. [XXX]. None of the funds made available under this or any other Act, or any prior Appropriations Act may be used for civil services bonuses of any civil servant at the Internal Revenue Service until all emails relevant to targeting of 501(c)(4) tax-exempt organizations relevant to Congressional oversight committee and subcommittee investigations and inquiries are disclosed to those committees and subcommittees in full.
