Speech honorarium publication and limitation

At the end of the bill insert the following:

Sec. [XXX]. (a) None of the funds made available by this or any other Act may be used to pay any honorarium or other compensation in an amount exceeding the daily rate of pay for an employee on the General Schedule, Grade 15, Step 10, for the giving of a speech or otherwise participating in any event;

(b) None of the funds made available by this or any other Act may be used to pay any honorarium or other compensation for the giving of a speech or otherwise participating in any event unless notification of the proposed honorarium or other compensation is published in the Federal Register not less than 90 days prior to the event for which such honorarium or other compensation is to be paid.
