Reporting on bird deaths caused by wind power

AMENDMENT TO H.R. [XXXX], AS REPORTED

OFFERED BY [NAME OF MEMBER] OF [STATE] At the end of the bill insert the following:

Sec. [XXX]. None of the funds made available by this Act may be used for any grants, payments, credits, or the processing of permits for facilities creating power by means of wind until the Secretary of the Department of the Interior conducts and publishes a comprehensive report on the number of birds and other flying animals that are killed yearly by renewable energy sources.
