Reporting on Northern Spotted Owl

AMENDMENT TO H.R. [XXXX], AS REPORTED
OFFERED BY [NAME OF MEMBER] OF [STATE]
At the end of the bill insert the following:
Sec. [XXX]. The United States Fish and Wildlife Service shall publicly report to relevant House and Senate committees and publish on interior.gov on why the Northern Spotted Owl has thrived on privately managed lands in contrast to public lands with a three year plan for delisting the Northern Spotted Owl under Endangered Species Act.
