Funding paying foreign diplomat fines in U.S. jurisdictions, paid for with cuts to UN budget

At the end of the bill insert the following:

Sec. [XXX]. The State Department shall use funds to subsidize making payments settling fines levied upon any foreign diplomat, paid for with dollar for dollar cuts to the United States contributions to the United Nations budget.
