Defunding official union time

AMENDMENT TO H.R. [XXXX], AS REPORTED
OFFERED BY [NAME OF MEMBER] OF [STATE]
At the end of the bill insert the following:
Sec. [XXX]. None of the funds made available by this or any other Act may be used to pay a federal employee for any period of time during which such employee is using official time under Section 7131 of title 5, United States Code.
