None of the funds made available by this or any other Act may be used to implement the Standards of Performance for Greenhouse Gas Emissions From New Stationary Sources: Electric Utility Generating Units final rule that was published in the Federal Register on October 223, 2015 at 80 Fed. Reg. 64,510, or any substantively similar rule.
