AMENDMENT TO H.R. [XXXX], AS REPORTED

OFFERED BY [NAME OF MEMBER] OF [STATE]

At the end of the bill insert the following:

Sec. [XXX]. None of the funds made available by this or any other Act may be used to implement Carbon Pollution Emission Guidelines for Existing Stationary Sources: Electric Utility Generating Units (EPA-HQ-OAR-2013-0602; FRL-9919-07-OAR) under the Clean Air Act (Public Law 88-206; Public Law 90-148; Public Law 91-604; Public Law 95-95; Public Law 101-549) or any substantively similar rule that limits emissions of carbon dioxide from existing fossil fuel-fired electric generating units.
