AMENDMENT TO H.R. [XXXX], AS REPORTED

OFFERED BY [NAME OF MEMBER] OF [STATE]

At the end of the bill insert the following:

Sec. [XXX]. None of the funds made available under this or any other Act, or any prior Appropriations Act may be used to direct any funds to any for-profit or non-profit entity for the purposes making payments to the victims of activities for which civil penalties have been imposed under the Federal consumer financial laws, including under Public Law No: 111-203, nor to use such funds for the purpose of promoting consumer education and financial literacy programs.
