At the end of the bill insert the following:
Sec. [XXX]. None of the funds made available under this or any other Act, or any prior Appropriations Act may be used to make or agree to any loan or purchase under Section 14(2)(b)(1) of the Federal Reserve Act (Public Law 63-43).
