None of the funds made available under this or any other Act may be used to carry forth any litigation under the Carbon Pollution Emission Guidelines for Existing Stationary Sources: Electric Utility Generating Units final rule that was published in the Federal Register on October 23, 2015 at 80 Fed. Reg. 64,662, or any substantively similar rule.
