AMENDMENT TO H.R. [XXXX], AS REPORTED

At the end of the bill insert the following:
Sec. [XXX]. None of the funds made available by this or any other Act may be used to implement Definition of “Waters of the United States” Under the Clean Water Act (EPA-HQ-OW- 2011-0880; FRL-9901-47-OW) or any substantively similar rule that attempts to define waters of the United States under the Clean Water Act.
