[XXX].  None of the funds made available under this or any other Act, or any prior Appropriations Act may be used to implement, administer, or enforce the proposed rule entitled ``Affirmatively Furthering Fair Housing'', published by the Department of Housing and Urban Development in the Federal Register on July 19, 2013 (78 Fed. Reg. 43710; Docket No. FR-5173-P-01) or any substantively similar rule to condition the issuance of community development block grants upon any criteria, including the residential and commercial zoning of any state, county, city, town, or village in the United States or any of its territories.
