Reporting on modifications made to temperate record RE: climate change

At the end of the bill insert the following:

Sec. [XXX]. The National Aeronautics and Space Administration shall publicly report to relevant House and Senate committees and make publicly available on nasa.gov the scientific basis for any and all modifications made to the official temperature record that deviate from actual instrument readings.
