No contractors may be paid more than the level for a GS 15 employee

At the end of the bill insert the following:
Sec. [XXX]. None of the funds made available by this or any other Act may be used to pay salary to any contractor for any services in an amount exceeding the rate of pay for Executive Branch employees paid under the General Schedule, Locality Pay Area of Washington-Baltimore-Northern Virginia at Grade 15, Step 10.
