At the end of the bill insert the following:
Sec. [XXX]. None of the funds made available under this or any other Act, or any prior Appropriations Act may be used to implement Title II of Public Law No: 111-203. Nor shall any funds made available by this Act or any other Act, or any prior Appropriations Act be used to implement, administer, or enforce any rule made pursuant to Title II of Public Law No: 111-203.
