At the end of the bill insert the following:

Sec. [XXX]. None of the funds made available under this or any other Act, or any prior Appropriations Act may be used to implement Sections 4101, 4102, 4103, 4106, 4107, 4111, 4115, 4116, and 4119 of Public Law No: 110-246.
