Defunding executive and any other ban on commercial nuclear reprocessing, something France has been doing for over 40 years

At the end of the bill insert the following:

Sec. [XXX]. None of the funds made available under this or any other Act, or any prior Appropriations Act may be used to implement the April 7, 1977 presidential policy statement prohibiting the commercial reprocessing and recycling of plutonium produced in U.S. nuclear power programs, or any other substantively similar Act, policy, rule, or initiative prohibiting the commercial reprocessing and recycling of plutonium produced in U.S. nuclear power programs.
