At the end of the bill insert the following:

Sec. [XXX]. None of the funds made available by this or any other Act may be used to research, draft, propose, or finalize, any regulation that is similar to the Notice of Proposed Rulemaking that was published by the U.S. Department of Energy on December 19, 2014, at 79 Fed. Reg. 76,142, titled, Energy Conservation Program: Energy Conservation Standards for Residential Dishwashers.
