At the end of the bill insert the following:

Sec. [XXX]. None of the funds made available under this or any other Act, or any prior Appropriations Act may be used to assess or collect any penalties under 12 U.S. Code § 5497 or any other Act to be transferred to the Bureau of Consumer Financial Protection Fund or the Consumer Financial Civil Penalty Fund.
