At the end of the bill insert the following:

Sec. [XXX]. None of the funds made available under this or any other Act, or any prior Appropriations Act may be used to request issuance of a subpoena or to seek a bill of indictment, or file an information against a financial institution or other entity under Section 951 of the Financial Institutions Reform, Recovery, and Enforcement Act of 1989 based on the types banking services provided to entire categories of customers, rather than the risks presented by an individual customer or the financial institution’s ability to manage the risk.
