At the end of the bill insert the following:
Sec. [XXX]. None of the funds made available under this or any other Act, or any prior Appropriations Act may be used by the National Labor Relations Board or any other agency to implement, administer, or enforce any rule made pursuant to the National Labor Relations Act (Public Law No. 74-198).
