Defunding EPA Defense on Gold King Mine Liability

At the end of the bill insert the following:
Sec. [XXX]. None of the funds made available by this or any other Act may be used to present a defense, based on 28 U.S.C. § 2680(a) or any similar provision in law, in any court or other forum to contest the liability of the Environmental Protection Agency for damages caused by its actions resulting in the release of water at the Gold King Mine. Any judgment shall be taken from funds appropriated to the EPA.
