Defunding DOL-EBSA Social Investing Interpretation

At the end of the bill insert the following:

Sec. [XXX]. None of the funds made available by this or any other Act may be used by the Employee Benefits Security Administration of the U.S. Department of Labor,

(a) to research, draft, consider, promulgate, publish or in any other way disseminate, any interpretation, standard, or regulation that allows fiduciaries of plans covered by the Employee Retirement Income Security Act to consider collateral, non-economic factors in selecting plan investments, or

(b) to rely on, enforce, or in any other way use Interpretative Bulletin 2015-01 that was published in the Federal Register on October 26, 2015, at 80 Fed. Reg. 65,135, or

(c) to treat Interpretative Bulletin 2008-1 that was published in the Federal Register on October 17, 2008, at 73 Fed. Reg. 61,734 other than as if it is still in effect.
