Defund EPA activities that impose additional, extralegal requirements for approving mine permits

At the end of the bill insert the following:

Sec. ___. None of the funds appropriated by this act may be used to deny or restrict the use of a defined area as a disposal site pursuant to section 404(c) of the Federal Water Pollution Control Act (33 U.S.C. 1344(c)) until the Secretary of the Army has issued a final environmental impact statement pursuant to the National Environmental Policy Act (42 U.S.C. 4321 et seq.) in connection with an application for the discharge of dredged or fill material into navigable waters at such specified disposal site.
