DOJ funds to fully investigate IRS misconduct

At the end of the bill insert the following:

Sec. [XXX]. For the Department of Justice, $10,000,000, to be offset by an reduction in equal amount from the funds appropriated for the Civil Rights Division, to conduct a complete review of the recent misconduct by the Internal Revenue Service in relation to applications for tax-exempt status that were filed by social welfare organizations, and to publish a public report, including all relevant documents, and to prosecute any violations of law uncovered by the review.
