Barring sue and settle arrangements under the Clean Air Act, the Clean Water Act, and the Endangered Species Act

At the end of the bill insert the following:

Sec. [XXX]. None of the funds made available by this or any other Act may be used to pay legal fees or damages under cases in which the government is a party arising under Public Law 88-206, Public Law 90-148, Public Law 91-604, Public Law 95-95, Public Law 101-549, Public Law 92-500, Public Law 100-4, Public Law 93–205, Public Law 95–632, Public Law 96–159, and Public Law 97–304.
